CTC structure, policy, decision-making process and committee descriptions
 
How is CTC Policy Established? Policy discussions start at the CTC Policy & Advocacy Committee. The Policy & Advocacy Committee welcomes proposals and suggestions from any member in the Coalition. Once vetted through this committee, policies are taken to the CTC Working Group for final review and approval and become CTC’s publicly stated policy positions.
 
CTC Decision Making: Final CTC decisions are made by the Working Group which is comprised of CTC members who devote significant time and resources to the work of the CTC. The Working Group guides CTC strategy development, establishes work plans to implement the strategy, and establishes budgets and funding to support the strategies. Membership in the Working Group is tied to time and resources committed, and are subject to decision of then-current Working Group members. Working Group members may or may not receive compensation from CTC for their time. Coordinators who are members of the Working Group serve as the public spokespeople for the Coalition.
 
The Working Group strives to reach consensus in all decision making. Voting will be used upon occasion when consensus is not possible and resolution is desirable.

CTC Committees are chaired by Working Group members but committee membership also includes other coalition members. Current CTC committees are:

Communications Committee
* Coordinate outreach to “new” groups and individuals
* Maintain regular contact with non-Working Group coalition members
* Ensure that CTC Working Group is aware of concerns of non-Working Group members
* Advocate for incorporation of non-Working Group organizational priorities into the CTC work plan when possible
* Coordinate messaging
* Select media liaison(s)
* Develop and maintain the CTC web site
* Coordinate outreach

Policy and Advocacy Committee
* Develop and share expertise on transit policy at the state and federal level
* Ensure that CTC policies are understood within the larger policy context
* Monitor state and federal legislation related to transit policy
* Coordinate CTC response to legislation
* Research

Fundraising Committee
* Research funding opportunities
* Write grant proposals that reflect the agreed upon Coalition work program
* Facilitate review of proposals by Coalition members
* Track grant timing and reporting requirements and assure deadlines are met
* Communicate with funders (via CTC Coordinator)
* Write grant reports



Program Committee
* Plan, organize and coordinate outreach events to support CTC agenda
* Conduct walkable/bikeable educational outreach to municipal decision makers
* Mobilize community and school-based support for International Walk to School Day
* Monitor implementation of Safe Routes to School grant program
* Organize promotions around Bike to Work Day, Dump the Pump Day and other promotional opportunities
